Bakersfield is one of the named launch cities for the state’s EBD Direct Install program, so this is often the first one worth checking. It installs upgrades at no cost — no rebate to front, no tax return to wait on:
- Electrical wiring and circuit work
- Heat pumps for heating and cooling, and heat-pump water heaters
- Insulation, air sealing, and ventilation
- Efficient appliances and lighting
Eligibility runs on address plus income — under 80% of area median income, or already enrolled in a qualifying assistance program. Households outside city limits may still qualify if they’re within a half-mile of a disadvantaged community. Start with the eligibility calculator on the program site.
